Under contract to Urstadt Biddle Properties, Urbanomics prepared a market analysis for a proposed 961,000 SF mixed-use superblock to replace Westchester Pavilion, a former shopping center in downtown White Plains. For use in an application for a zoning change, the market analysis assessed potential demand for more than 500 luxury apartments in 13 to 30 story towers that would rise above three story commercial buildings and five levels of underground parking. In addition to the residential market analysis, demand for a range of commercial uses were assessed including hotel, medical offices, health club and entertainment facilities. This work included an assessment of retail gaps, availability of commercial services and retail vacancies drawn from a street survey and commercial business data vendors. Urbanomics also prepared a fiscal impact analysis to determine the public revenue and variable service expenditures that would be triggered by the proposed development under construction and operation, concluding with the net cost-benefit effect.

Urbanomics later prepared the socioeconomics, fiscal analysis, community facilities and services assessments for the project's Environmental Impact Statement as per SEQR requirements of the proposed redevelopment as part of a multidisciplinary team with BFJ Planning, Perkins Eastman and Chazen Companies.
